If i hold the ball over my head, or set it against the keel of the boat, the overall mass of the boat doesn't change. Now, in mid air, as I am tossing the balls out, there will be a time where the water will drop rapidly, since my boat will displace less, and then rise a small amount once the bowling balls sink into the water.

In my example, when the boat "went up" the balls were magically being removed from the whole situation for a second. As if god's hand reached down, picked them up for a second, and then put them back in the water. I did it this way just to separate the problem into two parts.
