Well, they would need to ship the data (physically or digital file transfer) to avoid the new PI requirement. If the IT guy just remote accessed the data while the data remained physically located in Texas, he/she would still need the PI license.

Next thing you know taxi drivers, postal workers, bank tellers, rental car clerks, ISP providers will all need a PI license in order to work. Why stop there we will all need a PI license just to live. This can't be real
