    Well, they would need to ship the data (physically or digital file transfer) to avoid the new PI requirement. If the IT guy just remote accessed the data while the data remained physically located in Texas, he/she would still need the PI license.

    Next thing you know taxi drivers, postal workers, bank tellers, rental car clerks, ISP providers will all need a PI license in order to work. Why stop there we will all need a PI license just to live. This can't be real

    You think in too big of terms. Not all ISPs are AT&T, Time Warner, and Comcast. My last job before I started working for the Army was at a small ISP in north Texas. We had 20 employees and about 10,000 customers. There were about three other ISPs of about our size in town. Under this law, if I was still working there, I would need a PI license because one of my jobs there was to go through the logs from time to time to find spammers, kiddie porn spreaders, and P2Pers and others breaking our Terms of Service. I also did data recovery jobs that often included customer data. The actual truth is that only the big companies like you were talking about can be ISPs, Computer Service Providers or even VARs now because they can afford to hire one guy with a CJ degree and say everyone else is working under him. Its the little guys that get stomped on by this law. My guess is that the P.I. industry was getting tired of being beat to the info by the geeks and lobbied to get this law to protect their income sources.
