Really if we get down to it, just about any consumable/purchasable item can be used as an engine of harm.
I think what i find particularly worrisome is that, for around here at least (Illinois), it is more commonplace for some one to carry a knife openly than a gun. True, Knives can and have killed...but really the idea of even getting touched by one of these and it kills? That sounds like an assassin's weapon from some book, covered in a deadly poison.
I understand their prescribed purpose, just like guns, and just like normal knives. I also think they're frikkin cool (hur hur), but i think that, just like guns, something like this should require a license.
