The language you write a program in doesn't matter in the least. The end result is the only thing that does.
Pascal and BASIC have matured over the years. Pascal evolved into a very robust language that eventually evolved into Delphi. Delphi 2009 is out, and I think they have packages for .NET and even a Delphi for PHP package. There's nothing you can do with other high level languages that you can't do with Delphi/Pascal.
My language of choice is VB.NET. VB was built off of Basic when windows came out. It quickly became THE most popular programming language in the world. I think C# is quickly gaining on it these days, but that's been microsoft's goal since they created the language. They've positioned C# to be the successor to their VC++ and VB packages from day one and it's a very very capable language.
Sure... You can be all 1337 and worry about creating a 37k executable vs a 50k executable... use C and inline assembly... But... Your program won't be any better than one created in Delphi, VB, or C# (or any number of other high level languages for that matter) and all things equal, it will take CONSIDERABLY more time to accomplish the same programming task.
So... If that kid is a pascal guru at age 9... More power to him. He has a bright future ahead of him.
