Re: Census controlled by White House
Statistically there are 2.5 something people per houshold... If you live in one area of san antonio, statistically there are 2.5 families living in one household. Other areas maybe 1.5 people per houshold. So it can be flawed but isn't it already? It's not an easy task to count 300 million people. Politics gets in the way of everything...

Re: Census controlled by White House
You count 300 million people the same way you eat an elephant. One piece at a time.
Actually it's not that hard. The Census Bureau sends us ScanTron forms, we fill in the dots, and the Government feeds them through a machine. Some households get a long form and some get a short form. The statistical modelling might be applied to fill in the gaps between the data from the long and short forms. I don't know.
The big issue is counting the homeless, which are of course concentrated in the cities and are more likely to a Democrat majority. I don't know if the Census tries to count illegal immigrants. There are many federal laws that apply to "people" which aren't necessarily "citizens", so it's conceivable that the Census would include illegal immigrants.

Re: Census controlled by White House
I've been following this story and need to issue a correction. I originally said that Obama was for a simple count and that Gregg was for statisical modelling to correct the simple count. That's clearly wrong. Here is the situation as I understand it now:
1) Years ago the Supreme Court ruled that statistical modelling may not be used for purposes of apportionment, i.e. numbers of representatives per state.
2) The Supreme Court left unanswered the question of whether statistical modelling may be used for purposes of redrawing congressional districts.
3) Obama is in favor of statistical modelling because it does a better job of counting homeless, etc.
4) Gregg, a Republican, is also in favor of statistical modelling, but was concerned that Obama would fudge the modelling in favor of Democrats.
Shit, I had to use the Republican and Democrat words. I guess it does boil down to politics. :3
