So California is spending more taxpayer dollars trying to get a bill passed through the state. Since when does a state law trump a federal law.....?
Just like when California legalized medical marijuana and the feds went in there and confiscated all their plants and arrested them and charged them with federal trafficking.....
State laws do not trump federal laws.

The legalization/decriminalization of marijuana would result in a $65 Billion/year industry. This is not only on the portion of the plant that people smoke, but also because the industry would likely take over many other industries. Lumber, paper, clothing material, and various oils are all derivatives of hemp, and often times, are more durable and efficient. Not to mention the money saved from our criminal justice system.

I churned out a 26-page paper on the effects (both positive and negative) of legalization back in my college days. I'll see if I can't find it somewhere, if anyone is interested.
