Legally I think the most you can do is suggest he lower his volume but like I said its a public train.

Just bring a small boombox with you. Some dickhead starts talking like they are using a megaphone...employ the boombox. Point it directly at them,and crank her up....Fight fire with fire.

If its a train to New York, do you expect people to actually be courteous?

Other then that, people are usually annoying as hell on any public transportation it seems. See people all the time on the bus that talk loud and being stupid or have their shitty rap music turned all the way up so WE ALL have to hear it.

Well, it's a train to New York - but I get off in Philly. Either way, the answer is "No. I do not expect any group of New Yorkers to be courteous.

All ya gotta do is start talking, really loudly, to nobody. Carry on a full conversation with yourself, right next to them while they're on the phone. If they move, follow them, and keep talking. Sooner or later, they weill either start talking more quietly, or they will just stop trying to talk on the train at all. Either way, you win.

I was thinking that I may try this.

Perhaps I'll have a loud conversation, with myself, about bowel movements.

Or perhaps I'll have an argument, with myself, as to who could have let out the fourteen children I had locked in my basement.

Perhaps I'll speak of the human harvest.

My dad yells on the cell phone ALL.THE.TIME.

He raises his voice so loudly that I have to go away and shut the doors between us and raise the TV volume up a lot just so I can hear clearly. When I always joke and confront him about it, his defense his "Well, I can barely hear them so I yell so they can hear me." He always says that he should stop yelling though. He laughs
