The Mark 23 is in the Shadow Moses courtyard under the truck that the gun was in during the original game.

Oh nice, thanks. I pulled out the original strategy guide I have for MGS1, I'm going to see if other items/weaps are in the same areas.

I guess going for the Altair costume and bandanna would be easier on easy or solid normal too.

I know once Otacon turns the power back on you can go back to the first building and get in some of the locked areas. I never bothered because of the shit ton of scarabs in the building and the lack of chaff grenades in my inventory.
