SR United States (Security Rating: 2) - FBI Arrests Extremist in Plot to Bomb Skyscraper: On Sept. 24, the counterterrorism squad at the Dallas office of the FBI arrested Hosam Maher Husein Smadi, a 19-year-old Jordanian citizen, for attempting to bomb the Fountain Building in Dallas, Texas. Undercover FBI agents engaged Smadi in over 60 communications online and learned of Smadi's intent to commit a violent self-jihadi act. Smadi chose the Fountain Building, a 60-story skyscraper, because it contained a number of US bank branches and he wanted to inflict damage on the US financial sector.

Smadi told the undercover FBI agents, whom he believed were terrorist sympathizers involved in a US-based sleeper cell, that he wanted to use a car bomb. Law enforcement authorities facilitated Smadi's use of a 2001 Ford Explorer containing inert blasting caps attached to simulated C4 high explosives, which would in turn detonate bulk ammonium nitrate fertilizer. On Sept. 24, Smadi drove what he believed was a weapon of mass destruction to a parking garage directly beneath the Fountain Building, where he parked. He then traveled several blocks away and dialed a cell phone, which he believed would remotely detonate the bomb and was subsequently arrested.
