Compare that to average income by race and you can see why there's a discrepancy in "diversity"
e.g. Median Incomes by regionAustin County: 72k vs Texas Average: 47k
Median incomes by race: White: 45k Black: 32k Hispanic: 38k
If the median income by race was equal, then you could start pointing fingers, but as it is, I think it's more about tax base, cost of living, and need for a highly educated labor force that is driving this.

It is a pretty obvious thing if you look most of these are newer growing cities both in population and economy. Many other regions have the baggage of weak economies and a history of people who have had nothing and expect to have nothing. The people who move to say Seatle go there for the work and because it happening.
Poor people tend to be less progressive simply because they cannot afford to be, they also tend not to move again because they cannot afford to. As there are currently more poor black americans than there are poor white americans it is obvious why there is an imbalance in race in the growing economic cities. The reality is as time passes this will slowly diminish and eventually the population numbers should begin to even out as more and more black americans earn their way up the socio-economic ladder.
The guy who wrote this article really seems to have been trying stir up a contreversy that isn't there. The places he should be looking for the reasons for the imbalance are not in the progressive cities but in the old stagnant ones with faltering economies.

While Mpls. is lower than the others I definitely wouldn't say the others are much higher than their surrounding areas, in fact they're all lower except for Denver.

prospective BS, all the other cites are just as progressive as the "white" ones just not in idea of the ultimate white utopia.
this goes especially for the arts/music parts of the OP. poor people tend to be the greatest artist or musicians, why? dunno? motivation?
the in fanstructure has to do with money, and of course poorer areas are not gonna have the latest and greatest.
