Likely a overzealous Home Owners ASSociation.
Those busy bodies are always sticking their noses over their neighbors fences.
I once had a "former" HOA member tell me that I left my garage door open too long during the day.
I told him to mind her own business, and I'll do the same. Then sold the house and moved away from those parasites.

countless battles have been won over this..because it is considered a freedom of speech issue..
One who walks on your land is considered a tresspassing issue.
This would play out great with the media...As long as your hanging of the flag is done in taste.
If it is the HOA, I would read it very carefully and see if it includes something that says no american flags.
And you could also display it in your window and really piss them off because they cant get to it.

Do you have the motion-sensing security lights? Those might scare off whoever it is. It could also just be a gust of wind, if its hold was already weakened by the storm.
