    jmw, yes, a law has to be broken. Since you like to bring up TTP we dont ban people for walking around the hangar with their gun out, we ban them once they actually commit the TK. We dont ban because some looks like they might not follow orders, we wait for them to do it. Why do undercover cops buy drugs? Why not just bust them for having them? Because distribution is a much higher offense. There is no potential for distribution law, but there are distribution laws. Should we hope that the threat of prosecution and conviction would deter crime? Yes. Does it? Ot always.

    Nobody said that he broke the law. He involved himself in the traffic stop..... Which makes him a part of the situation.

    In this case, the traffic stop is the situation. He walked up and interacted/interrupted the traffic stop. Which obviously made the officer take pause.

    So does entering a "situation" give the officer probable cause to detain or question him? I agree I would be observant of anyone, but not to the point of continuing to press the issue.
