Today at work it occurred to me that because many college students use all kinds of drugs to enhance performance; focus, stay awake for days, etc. So are they essentially cheating? It gets athletes disqualified...

Well, unless you want to ban caffeine and nicotine, I don't think that you can ban the other performance enhancers.

Actually nootropics has always been a fascinating subject to me, modafinil and piracetam seem to be the top runners in effectiveness these days, with Ritalin's family being a far far second, not to mention just as easy or easier to acquire. Which does make me wonder why Ritalin is still so widely used.

If that's Pro Vigil then yes; they give Pro Vigil (a narcolepsy drug) to combat pilots on extended missions. It's also one of the meds I guess you could say I'm juicing on.
