That is hospitality for you.
The industry is littered with morons, convicts and unmotivated geniuses. Competent restaurant help is very unstable, they walk out on a moments notice if things don't work out. In food service, typically a third of the income goes to labor, almost a third to food cost, and then almost a third to depreciation and overhead... the profit margins are generally very slim compared to other business types; thus the industry simply can't pay people what the job is worth in terms of stress, so competent employees are highly sought after but rare due to pay. Servers tend to be better than cooks on these measures as the money is better so they are more motivated.
If you can afford to eek out some extra shekels when you run across competent managers, it may keep them around. And a competent manager, who is a good leader can make the morons, convicts and unmotivated geniuses/artists actually do their jobs.

Yeah lazy servers piss me off. I'm just glad I'm behind the bar. I have everything I need in my area and no one is allowed to touch my shit. I also get to call the servers out for being fucktards and if they continue to bother me, their drink orders go to the bottom of the ticket pile.
Although my friends uncle owns a building that he rezoned and is trying to open a bar, so I may go there and manage / work on the books for them. Bartending / Managing with some BOH stuff would be much nicer than restaurant bar. A little less lazy server bullshit and I can be part of the hiring process, so I can just steal the people I like from other restaurants ;-).
