I can see North and South Dakota, Montana, and Wyoming at the bottom of the list. Honestly the mentality up there is if you're not causing harm to anyone else, its really not a problem. Oh and Montana used to not have a speed limit on I94 and I90 going through the state, so the troopers are still kinda like "meh not worth the time to bust someone going 80 in a 75 zone."
