A 24-player limit is the most common server for TF2. So, on a full server, that's 12 v 12.
32 player servers aren't that uncommon.
The cartoonish style may be a matter of taste, but the game still has a dynamic which lends itself to team play. Voice-com is in-game, and works well. Cooperative teammates make all the difference.
I always thought the hat thing was ridiculous, but after a while I came to think it was actually pretty clever. Some people like dressing up their player, and so whatever. It is very helpful for identifying teammates. Even if there are 4 Demos on my team, I can always tell which one is sMOKe.
For people who like accessorizing their player models, I guess it's fun. Most importantly, it gives the people who care about that something to do which doesn't upset the game balance. Valve avoided all the nonsense that overtook BF and so many other games. The player classes stay distinct. There are weapon variations, but you can still be effective and have fun with the default weapons. Nobody buys their way to getting better. Nobody is denied any class or any role or access to anything. Hats (and other visuals) are a distraction for people who like that sort of distraction, but there is no penalty for not caring.
