That's common with AMD/ATI cards. When they aren't needing the power, they don't use it, as soon as you start up a game or something like flash or whatever (as long as it uses the card), it shoots back up to full power.
My 5770s do it, but more annoyingly with the 5000 series. It goes down to under 400, and when they shoot back up it causes the most ANNOYING flicker on my screen, and the only fix I can find for it doesn't fucking work for me as hard (or correctly) as I try.

I always have the latest drivers and profiles. The problem is even more prevalent on the 5800 series cards. The only way around it is the make a custom profile, find the profiles location in Program Files, and set the idle clock speed to something 500 or greater. The flickering is caused because the 400 to ~900 jump is trying to draw more power too quickly, but 500 as the starting point is acceptable to not cause the flicker.
