    I know that things would be much easier by using a DB or project management software, but the company I am making it for is a little reluctant to change. If the options are to jump into a DB or manually filling in invoices they will choose to manually do invoices.

    You could use an Access backend and an Excel front end and I bet they'd be none the wiser.

    Exactly.

    Access can create all of the reports you want with little to no effort.

    Would also not be a bad idea to build in an access front end as the application too. Then when it gets big enough to warrant a full db solution moving it to mysql or mssql won't be a big shift for them as you can keep the front end and migrate the access db structure to the sql solution.
