dude look on google for different ways to troubleshoot and or bench test. No offense dude but you're being quite annoying with all these random help me help me posts. We can only do so much for you.
The first thing you need to do is learn how to do a bench test and then go from there..

opend up the power supply the metal cover seemd to be the most dirty. even after a light scrubbing the metal has black marks and is kinda rough. dont think they are char marks.
the guts of the psu bit dusty nothing heavy. from 1 google link i looked at the capacitors dont seem to have any sorta leak.
its got 2 big metal heat syncs i cant get passed to look but i can see most everything. all wires seem to be securly in place dont really wanna touch to many things dunno how much of a 650W shock would bother me.
i'll dust it off but i wonder now that its open can i touch it in differnt spots with one of those voltage meters? to see never used one so not quite sure how they work.

Do you not know anyone that has a computer? No friends at all in the area?
As for the local shops... you are right, they typically don't the best people skills, but they are dealing with people that have no idea what they are doing, don't like to listen, and normally end up doing more damage trying to fix it themselves.
