So after some testing that included reloading windows again this update from windows was the culprit. It turns out that this driver is some kind of plugin that windows needs to access the GPU (the info on what it does was kind of sketchy, but that seems to be the jest of it), the thing is this is included in any driver you install. For some reason windows didn't know it had it already. The odd thing is even after uninstalling this and then reinstalling the 'real' driver the junk was still broke. I can only assume the driver added a .dll that stayed and gunk'ed up the GPU's calls.
Thanks for this BTW, after doing every OpenGL test I could find, and not failing one, I reverted to "Pint's theory of mistaken hardware failure." Which states that computer users, even advanced ones, will often mistake a software failure on hardware, then when the hardware (and the software that runs it) gets replaced and the issue is resolved this reinforces a faulty initial premise.This machine kills fascists

I might not have read the whole thread, but it seems to me your video card overheated at one point and fried the opengl registers. Now it overheats easier and anything advanced opengl causes issues......
you wouldn't happen to see green sparkles sometimes?
