I know encoding video can benefit a lot from even a modest overclock. In addition, I can say that Planetside 2 will crush any CPU that isn't overclocked. I have my i5 2500k at 4.5 GHz, and I can only pull, at best 40 fps in big fights. My 7870 will pull 130 fps outside of big fights. Guild Wars 2, along with almost every other MMO, will grind framerates to a halt if you don't have enough threads or a sufficiently high clock in large scale situations.
Aside from all of this circumstantial evidence, one thing that an aftermarket cooler WILL benefit you with is increased CPU life. These days, it doesn't look like there's going to be a large jump in CPU performance, even with Haswell incoming. Therefore, you're going to want to extend the life of whatever CPU you currently have, and keeping temperatures down, even at stock clock, will keep your CPU healthy.
One last note: Even a cheap 20 or 30 dollar aftermarket air cooler will be vastly better than the stock Intel cooler."In matters of style, swim with the currents... in matters of principle, stand like a rock."

Just get the Corsair H-50, add another fan to make it have the push/pull effect, thus giving you the equivalent of the H-70 or H-100.
In my house, it keeps the CPU at about 29-30 degrees Celsius while idle and 35-40 degrees Celsius when playing games.
At QuakeCon, since they kept the BYOC so cold, my shit idled at 17-20 degrees Celsius and didn't go past 34 degrees Celsius while gaming.

Oh you're right, completely forgot about PlanetSide 2. CPU life is hardly a issue though to be honest. I've had my 2600K running at 5 GHz @ 1.424v still no degrading. It's been running like this for almost two years now. Obviously ever silicon is different, but I honestly wouldn't worry about your CPU degrading too much.
Air Coolers are going to give you the better priceerformance. A simple cooler like the 212+, or even the 212 EVO will do you just fine if you're going with mild overclocks. If you're looking at really maxing out your CPU, you have options like the Noctua D14, PH-TC14PE. Otherwise you can also head with closed loop coolers, like the Corsair H100i, NZXT X60, etc. I personally would go custom though personally as the H100i and NZXT X60 are hitting custom water cooling price range. Plus custom offers you to upgrade.

Everything looks in order. The only thing I personally would change is the power supply. Given you're picking the power-use equivalent of a GTX 660, and using an overclockable i5, your maximum wattage requirement would probably still only be just over 550 watts. That 700w PSU has an efficiency of 75%, meaning you get 525w of actual power, while the rest goes to heat. A simple 620w with 87% efficiency actually has a higher effective wattage of 540w, while only letting 13% of the power go to heat. The PSU I'm referring to is this one.
However, I'm not going to berate you or force you to change the power supply. My mind is simply always on the efficiency side, and SeaSonic makes great power supplies.
I guess also without a Solid State Drive, fitting the total price tag just over $1000 wasn't too much of a problem, even with adding in a closed-loop CPU cooler. You better overclock the hell out of that i5 if you're going to get something like that though.

Thanks allane, did some further reading on psu's and the one you posted seems to be the better option. Also seems to serve my needs well now and in the future.

Well Im back up and running. Big thanks to Dex for helping with the build. We had a little snag with the cpu cooler, but its all together now. Ill be in game either tonight or tomorrow evening.
