No problem, Gore- the other thing is that temperature is always dependant on the temperature of the case, which is in turn affected by the ambient temperature in the room. If your room is really hot to begin with, you'll notice slightly higher temperatures on all of your components, so you may want to make sure that your case is well ventilated and that you have enough fans. Actually, you can never have enough fans

I got a big 250mm fan on the side of the case, a PSU wich sucks upwards and out, and a fan that blows out in the back.

I only need a better cooler for my GPU.

A constant temperature on 70 degrees sounds rough yeah.

I ordered this cooler for it, hope it'll do better.

I do not see anything wrong with your temps, 45c at idle and 70 under load is well within specs. If your having issues I would not expect that they are heat related.

Your cards max temp is somewhere near 125c - I would not worry much about it unless your pushing up close to 100c

You will probably have better luck improving the airflow through your case if you want to improve gpu temp, but again I would not expect that your GPU temps have anything to do with your problems.

You may have a defective card and tampering with the fan and whatnot will void any RMA you maybe able to do with it.

Last night on Operation Ghost Train, I saw a lot of flickers (white flashes) in the underbrush at a distance. I think it is something to do with the map itself because during the match this past weekend, I didn't see this on Mao Valley, which is very similar. It may be a mix of your graphic settings and the PR maps that are causing some of what you are seeing.

Yea he's right because i get black flickering on orange fight arena while playing dod(and lime) and its just because i have everything maxed. I do not get that on any other map.

My X800 XT PE easily got into the 70+ range with the stock cooler. GPU's are made, and rated, to run hotter than regular CPU's and other components. Even the VRAM.

    70-80C....fine. anything over 85-90......danger.

as do mine. I hover around ambient unless I run ATItool or something hard for a while. In a few minutes, I usually plateau at around 45-47.....I bet if I let it cycle for hours, and the water system really got warmed up, I'd peak at 50-52. But that would take hours, literally.

Big is right on this one. GPUs are designed to run stable at high temps. If you go over 80c for a long peroid of time, you are probably pushing the limits of the lifetime of your card, let alone the stability limits.
