Well really it means more money for everyone even the carrier. They sell the phones for the manufacturer so they can make the call if they want to on how their phones on their network are updated and sold but really it all comes down to what kind of deal Samsung made with AT&T. So who's at fault for the lack of updates is really up in the air.

Ive had the S4 for about a month now after some serious research and I can say that Im quite happy so far. Im coming from a Bionic and before that Charge. The processing power alone is enough to give the phone a serious look. So far the battery life has been superb (probably 60% charge left after a heavy day's usage) but like all batteries Im sure that will falter a bit. I have disabled all the dumb bells and whistles like the Wave tech and the Eye-Sensor tech (possible names dont match what Samsung calls them) because theyre gimmicky. Just like my less-than-year-old Samsun TV with motion sensor, they draw people in because its different and the "new thing" to have. Luckily this phone doesn't fall short where it counts (processing power, cell reception, and by far camera/video quality).
All in all a great buy for $200 at the time (was due for an upgrade) for anyone looking for a new Android phone.

Funny because after having put up with the S2 for 2 years, I didn't want to take the chance with another pos Samsung. The HTC one is made from a single hunk of aluminum (something like ~20 hours of machining for each one), and has a much more quality feel to it than the S4 did. Either way, the cpu is basically the same in both, and fast as all git-up.

Verizon I am guessing then? What bugs me the most is that you have no control over it. You are completely at the mercy of the carrier's with so many things these days and it isn't like you can hook it up to your computer and just get the update like say and I hate to say it an apple product. Of course you could root your phone but if perhaps the phone gets bricked your warranty/insurance doesn't cover it because you used your phone the way they didn't want you to.
