Well you already have DDR3 RAM, so that's good. It's probably just your motherboard and processor that are limiting the RAM's performance there.
For around $500, you can get an i5 3570K, a decent Z77 board, and a GTX 660. The 660 is a bit weaker than AMD's R9 270/7870 for the same price, but you want something that just works, so I can't recommend AMD on that. My 7870 worked out of the box without me having to do anything, but I know that's not the case for others.
I'm still recommending Ivy Bridge because my Haswell i5 burns up in my case, even with a correct application of thermal paste and a good aftermarket cooler. And for the motherboard to go with it, Z77 boards are relatively cheap now with good feature sets. ASRock makes $100 boards that people haven't really complained about."In matters of style, swim with the currents... in matters of principle, stand like a rock."

Windows 8.1 is $99 and Start8, which gives you the Windows 7 start menu, is $5. You may not like it but it is a good upgrade for gamers, WDDM 1.2 has been improved greatly for games. A SSD will help with loads but not anything while gaming so its a waste of money for better FPS.
If your currently memory is DDR3 1333mhz, and you want an easy setup to a new machine, I'd say these two parts with your current memory and video card could work for ya. Newegg.com - Shuttle SH87R6 Intel 4th Generation Core i3/i5/i7 Intel Socket LGA1150 Intel H87 1 x HDMI Barebone
Newegg.com - Intel Core i5-4430 Haswell 3.0GHz LGA 1150 84W Quad-Core Desktop Processor Intel HD Graphics BX80646I54430
You will eventually want a new videocard though and that is a big bottleneck for ya, you may even want one before a new system.
