When you update your GPU drivers, do you do a clean install? I'm not sure how it works now with AMD cards, but something like: uninstall drivers, restart in safe mode, run driver sweeper, restart normally, install new drivers.
Are you using Mantle in BF4?
Also, I think there is a benchmark tool in BF4.enf-Jesus its been like 12 minutes and you're already worried about stats?! :-P

It's pretty straightforward: go into the Test Range and go into Options. Video settings, Graphics API: Direct3D 11, Fullscreen Mode: Fullscreen.
The System Performance Test won't work in the Test Range, so you need to find a heavily populated server, preferably an NFO one, and run the System Performance Test there. I already told you how to get to it.
The .ini file isn't important, so we'll skip that. Google is your friend though when you're ready.
Last, your settings are up to you, whether you want eye candy or smooth framerate. The following are the settings I use on my 7870 to stay above 60fps with a balance of quality:

you should also do a traceroute to battlelog i remember when i was in beta for bf3 my isp had it blocked somewhere along the lines also run CCleaner or any other scrubber clean up anything delete your old drivers and put in fresh ones see what might be running in the background eating up resources check firewall and anti virus settings

Assuming windows 7 (there's likely a similar process for windows 8/8.1) you could set up a profile specifically for gaming and eliminate all other processes to see if that helps.

Allane might be able to tell you how to do a good install on AMD. I haven't had my AMD cards in years now, so I'm not up to date.
Once you have your drivers updated to the latest ones, I think you should be able to use Mantle. If you look at Allane's picture, there's an option called "Graphics API". In his picture it's set to DirectX 11. That is what you would change to Mantle, which is an alternative to Directx.
