I think you are fine. I don't believe that is the actual vCore voltage.

That is the CPU Input voltage, not VCore. They are two completely different things. VCore (voltage that actually goes to the CPU cores) gets its power from the VRMs. Input voltage is normally like 0.4-0.5v higher than your Vcore, so that looks fine. If I recall correctly, Input Voltage goes to the voltage regulation modules, or something like that, which are on the die itself.
I am not sure how you have it setup in your BIOS, but I recommend leaving it on auto unless you feel like tweeking it and stress testing to find the sweet spot. I found that adjusting that doesn't change overall temp as much as fine tuning the Vcore settings, so you may find little return from adjusting it.
