As to benchmarking there are several options, you might try one of the 3d mark versions, they're usually straightforward to use.. have a trial version and then paid versions.. but we might be able to get an idea of what to look at with a basic/trial scan.. they also have a pcmark util which does a general pc scan as well which might be of help and while I think to ask, have you noticed what the cards temps are under load ( while gaming, etc) ? I don't think the 1060 is known for getting hot but it could be thermal throttling, afterburner or possibly your motherboard software could keep track of that and give you an idea... play something for 30 minutes then alt-tab out and see what the temp is

3DMark cross-platform benchmark for Windows, Android and iOS do a search in the browser for the word basic when the page loads and get the basic version, or, as the wording around the link says, get the demo version on steam

reason for benchmarking is that if you benchmark and compare against similar systems with the same video card and everything is close to others, then it's likely it's not the card. If you aren't even close, then you know something is wrong. Don't know WHAT, but a relative "this game seems to be running slow" doesn't really tell anybody any thing. But running 3000 points lower than a similar system on a benchmark does.
