memtest, hands down the best utility for checking bad RAM.
Great boot discs with tons of ultilities and pre-install environments, all of them are in my book of CDs:
SuperUTL 2003 PE
Bart's Preinstalled Environment
ERD Commander note, Microsoft has bought Winternals and Microsoft is no longer selling their software which is a same
Offline NT Password & Registry Editor
EDIT: how did I forget Hijackthis, one of the best virus/adware removal tools for advanced users as you can really screw up your system if you don't know what you are doing.

The Ultimate Boot CD:

Great bootable CDs that let you do all sorts of diagnostics on a system. The Windows version boots into an ultralight WinXP kernel with a ton of Windows-specific diagnostic tools.
All of these are free to use.

SysInternals has more than just Process Explorer, here's link page to all their "goodies", without the HTML page to browse through, if you know what you are looking for.

You know, I bet a lot of the newcomers to PC Diagnostic tools would love an article or two on this subject to help guide them. It could be a collaborative effort even. Each person writes a little about the utility they really like. Come on, it'll increase your e-peen/e-equivalentforwomen.

Ok this is for anyone running a new ATI card on an nvidia 790i mobo. This lets you control fan speed to help with over heating.
