You have Vsync turned on in your video card settings?
Will limit the total FPS to a factor of monitor refresh rate, or refresh rate if total output > refresh rate; also prevents partial frame tearing. If the tearing bothers you with it off, turn it back on and accept your fate.
The FPS cap in BF2 is set too low?
Open the console, use the command game.lockFps [framerate], where [framerate] is some number. Turn off Vsync as above first if enabled.
Have you done any other tests to verify the machine (3dMark06, etc.)?

Sweet processor!
but that 8600 GT, while a DX10 card doesnt have the fastest guts out there... I bet that is one majorly limiting factor on your system.
If you slapped an 8800 GT in there, or even the 9600 that just came out if you are on a budget, then you would see some serious FPS improvement.

If you link your 3dmark comparison score it helps us also. We can use it to see what specific parts you have. Also, did you look at where you lie in terms of comparisons to similar systems? I am willing to bet you are at the top end for people using 8600 cards.

Out of curiosity, would it be better to get a 2nd 8600 and run it in SLI as opposed to buying a new 9600? The allied commander of the house ( the wife ) probably wouldn't like it if I said.... Yeah honey, I screwed up. I bought a shitty card and I need to spend another $300 on a new one... But it will help me kill people better. Logic check failed....
I'll work on getting the stats posted...
