my comp laggs realy bad and my ping is fine, so i changed my rates, reset the internet router and defraged my comp but its still messed up. anyone help?

Most new Dells have a "reset to factory settings" mode which is much faster than a standard reformat.
Crtl+f11 at the start up screen takes you into this program.

I'd suggest, like DJ said, scanning for spyware/malware.
Check your drive for errors
Defrag again.
And perhaps some dusting (trust me, its awesome).

Errr, i'm sure its standard knowledge but i thought i'd mention it anyway, remember to close memory intesive background processes (even if you're not doing anything with them) like your torrent client.

Go into Windows Task Manager when CSS is up and check the CPU and Mem usage for all of your active processes. If your system is running out of resources, it will lag. Overheating may also cause thermal throddling (your CPU runs at less than 100% performanc) and may cause lag.

What are the specs on your PC?

Also, consider using a good degragger, such as PerfectDisk, and a good registry cleaner, such as Registry Mechanic. Adaware is also good for getting rid of spyware.

I would do everything manually if it were me but if you are not very familiar with computers then I would suggest something like this.

You should always run a good antivirus program and some of the others are also right. Over time, your pc will become cluttered and slow so a complete reformat would help but like I said earlier, I would only recommend that for those who are familiar with it.
