Trying to quote people ...?????

For the past 4 days or so Everytime I try to quote someone I get a loading bar at the top of my screen and it never actually quotes them. Any clues as to why this is coming up and how to fix it. :5

Plus when I try to preview a page before I post it just says fetching preview but doesnt show up or takes lke 2 mins to view. :3

There are already at least 4 topics on this, and the answer is the same in all, the web admins know, it is something with the site, and they are working to fix it.
