Have we got to the point where hardware has soo totally blown away software that it will be years before the latest generation of hardware is even utilized?

As far as I know,(which isn't too far) games only use 1 core...sometimes two. Seven!? Now they are starting to discuss 12 and 16 core cpu's.....how long before software is redily available to fully utilize this?
