pretty much its my parents computer (i wouldn't touch anything without a standalone) and the biggest problem is i know my Dad likes some of the Call of Duty, MoH games and the such. However because the old computer took a crap, the one they have has a Intel 82945g family card (how Dxdiag/windows puts it) and thus only supports 2.0 pixel shader model.
So is it possible to put something in there on the cheap that will do 3.0, making it possible to actually buy games for their computer? or do i need to start trying to see if one of the older ones can be brought back to life?

Easily... given a few conditions.
That GPU you identified is a well known embedded-GPU (it is stuck on the motherboard rather than being in a removable card slot). What kind of computer is it, does it have a PCI-E slot? If it is a laptop you are definitely stuck.

get the model of the desktop, the specs are easy enough to look up once we know what it is.
Heck, if you grab this program, you can grab all kinds of nice info about the PC that could be of use

even generates a little log file (or an HTML page) that you can show off of what you're dealing with.
