URGENT HELP! Photoshop

When i use photoshop all i can do is pan the image. I cant paint or move pictures around. I need help ASAP! Im working on an important image.

What im talking about is that i cant use any other tools, if i select them i only get pan. I cant get it to stop using pan. I also don't have the copy of Adobe Master Collection with me, its my friends copy.

if you can't reinstall, try deleting all temp files in the folders first, all cache files in appdata and program data folders, then restart it. Otherwise you'll have to use GIMP (which is just as good.)
