What are some tips from you guys that i can try to squeeze out every bit of power i have? Below is my current hardware and software setup:
-AMD Athlon X2 2.1ghz w/Hyper Threading x5 (OC doesn't work, just makes it slower)
-6gb DDR2 800 4-4-4-12; OC the voltage from 1.9V to 2.010V, seems to boost a little bit
-nVidia 9800GT 512mb; Changed the settings on the control panel to let me control the performance and seems to work graphics wise
-Win7 64bit w/Direct X 11( although my video card cant use it)
What else can i change to squeeze out the last bit of speed? I know i can get more for what i have, i cant figure out where.

Increasing your voltage on your RAM shouldn't do anything except make your memory run hotter. You need to overclock your memory to see the difference. Upping the voltage is just for stability.
Why doesn't overclocking your CPU work? As long as you have a decent CPU cooler, you should be able to get some sort of an overclock from that chip. Can you not increase your vcore voltage?
As for the video card, are you overclocking? You can use Riva Tuner to try and get some higher gpu and mem clock speeds out of the card and to control the fans to make sure they are always at 100%.
Don't go crazy unless you know what you are doing, but I overclock every little bit out of my components as long as they are running stable.

I was able to set the vcore up by a little, but when i tried more it fucked up and reset it's self. I cant remember where to OC the memory, never done that before. But i increased the voltage because of instability and it increased the speed a bit while doing it. I dont know why i cant OC the CPU, it doesn't increase it at all. I've OC CPU's before but i cant do it with this one with out it getting slower. The video card im trying now, im a little worried because its under the Dell warranty, but its not in our Dell.

The "getting slower" part is what doesn't make sense. I don't think I am following you.
