Tap water has hard mineral deposits and chlorine in it that can stain/damage the screen. Best thing I've found is actually a mixture of distilled water and isopropyl alcohol (I forget the exact mixture ratio) and a microfiber cloth. Cleans off everything I've encountered on my screens and doesn't damage them. Distilled water is under a buck for a gallon and will last you nearly forever if cleaning your monitor is all you're going to use it for.

I would use high quality microfiber cloth before I'd use a paper wipe. That's all I use on expensive camera lenses... that plus the fog from my breath.
Also, to clean the small touch screen on my DV cam, I simply apply a piece of scotch tape, and then remove it. All smudges gone.
