That AMD Athalon II x4 620 CPU has a locked multiplier of x13. This is one of the drawbacks from these AMD chips. To overclock in your BIOS, the only way to increase the clock speeds is to bump up the reference clock speed. Doing so will also adjust your memory clock and I believe your HyperTansport clock or link as well (been a while since I actually touched an Anthalon II). If I remember correctly, the HyperTransport link has a multiplier as well that can be adjusted (lowered) so that when you bump up your reference clock, your HyperTransport link will not be crazy high.
You should be able to get a 10-20% overclock without adjusting the voltage, although your actual results may vary. I am more of an Intel overclocking guy, so my AMD overclocking is limited to helping a few friends overclock their gear. Maybe one of our resident AMD guys can help out a bit more.
