One idea I saw on a different forum was to start a dummy ACCOUNT and use that as a central place for people to join circles, if that makes any sense.

From what I can tell circles are for your use. A category or "folder" of friends, except you can put your friends into multiple circles. A family circle to send out invitations to thanksgiving and a friend circle to post the pictures of yourself drunk at the bar.
