ISP upload and download speed questions

    Hello, here is my situation:

Running speed tests from multiple sites (including isp's speed test) I receive the following results:

    Average upload speed: 249 kbps
    Average download speed: 1649 kbps

So I proceeded to go to Time Warner Cables website and check their broadband plans (knowing that we have the basic plan) and found the following:

Broadband Standard Plan : up to 10mbps download speed, and up to 1mbps upload speed.

    -----------------------------------------------------------------------------------------------------------------------------------------

To me this means that instead of getting 10 mb/sec im getting 1.6 mb/sec , and instead of 1 mb/sec im getting .25 mb/sec

So I contacted them via their online support and the customer rep reset my modem remotely and then had me run the test again, with the same results. Upon further review the rep told me that these results were acceptable because I had the 'basic' plan.

My question to you guys is: Is 1/10 the download speed and 1/4 the upload speed 'acceptable'? Are my numbers wrong? Am I smoking crack?

My brother just moved into his house today and had comcast xfinity waiting to install, I ran the exact same speed tests and he scored 25mbps download and 5 mbps upload. He is paying the same price to comcast I am for cable tv and internet from Time Warner. I would rather not have to change companies, and am going to actually call them on friday but I wanted to have my facts straight, by running them by some experts first.

Any information concerning my numbers would be greatly appreciated.

I believe you may have mixed up the terms basic and standard. In most markets RR Basic is 1500Kbps down. 256Kbps up. Standard being 10/1. Your speed test results are consistent with Basic. I know standard is about 10$ more per month but you may able to bundle it with your other services, such as digital cable, and have a similar price to what you pay now.
