I understand. What I was looking for is for you to run it as I outlined here:

Without the game running, let it run for about 5 minutes or so. Sit and watch it and see if your pings go up a lot, and then come back down. For example, the pings are averaging 75ms or so, then you get a spike where the ping jumps up to like 300, then drops back down. That will tell you if the lag is directly related to the game or not.*********************************

I did that, typed this exactly ping 79.141.174.22/t and its showing me some error (cant find ping, check host name or something like that) if I remove "/t", it shows some packets and then its trying to ping but message comes the target port is unreachable
edit: its hard with me I know
Ill reinstall my game but dont know how to do it over steam, dont know where my steam key is, looks like I deleted it in mail, damn me.

Are you running any file sharing software? If so, disable it.
Also make sure you are the only one connected to your internet connection. I'm guessing your ISP isn't so hot if you are pinging 190 to yahoo.
Are you running off of a satellite by chance?
