If you are aware that this is a game, why do you even bother asking? Your excuse is not justified.

Chicago Ted is a reference to graffiti found in a mens bathroom stating that 'No bitch is safe from Chicago Ted' You can look it up if you want but it's not that relevant nor does it have any effect on the game.

It would appear that the Tank uses the same walking animation as DOG.

The infected aren't highly intelligent nor do they have a need to spread the infection. They are infected not a host to the infection so it doesn't have control over them they are merely mentally broken.

Just answering a few in depth.

I'm aware of that, they put that Graffiti in the safe room as a reference to the toilet graffiti. The mens room graffiti happened irl.
