The only reason i would say that this is not the case is that before i upgraded to Windows 7 and updated the graphics card at the same time, i got brilliant gameplay out of Team Fortress 2 and Left 4 Dead 1, but now it is even worse than before which doens't make sense.

Any more suggestions guys?

when you upgraded to windows 7 was it a clean install or upgrade?
upgrade may have left remenants of the video drivers causing your problem?

i asm running windows 7 ultimate with no problems but it was a fresh install if this is a valid suggestion?

i would certainly using a driver sweeper and reinstall drivers

A 2.4GHz P4 is an Intel Pentium-4 chip running at 24Ghz. This type of processor is way outdated if you're looking for speed.

You sort of described your problem - you upgraded to Windows 7 and upgraded your video card, but you're using the same processor. A 3.06 Celeron is a single core chip, and terrible at multitasking even in comparison to today's outdated dual core processors. Windows 7 is a memory hog, and a CPU hog, and your system is simply lacking the memory and processing power to run applications on a 64-bit operating system.

I am running Windows 7 64-bit Ultimate, with 4GB of RAM and an 8-core i7 processor, and I technically am lacking in RAM myself. At idle, I am using about 2GB of memory to run the operating system for best appearance, and all my background programs. Meaning I'm left with 2GB left for gaming, which, in an enthusiast's eyes is kind of crappy.

You have 2GB of memory, on the other hand. Open your Task Manager and click on performance. Your CPU and memory usage will be taxed to hell. If you can, upgrade your memory to at least 4GB and replace your processor! Your CPU needs to be able to multitask to run 64-bit Windows 7 and play games.
