In order for the bomb timer to even be a factor, you'd have to hustle at least halfway across the map while under fire, get more than one person into the bombsite, and then keep the bomb carrier alive while he plants in the heart of enemy territory. During this entire process the defending team spawns roughly ten feet away, with your reinforcements spawning on the other side of the map, a distance of usually several hundred yards under heavy fire. If you've gotten this far, would YOU want to have to babysit the bomb for an extra thirty seconds against an enemy that regenerates instantly every seven seconds? Didn't think so. Thirty seconds is fine.
