need help

i have been getting kicked from different servers for...cvar cg_hudDamageIconHeight=0... i am playing stock.....with no modifications except for what can be made in the options...anyone have an idea on how i can fix this problem.
also, for some reason, i cannot open my console in game (~) can anyone tell me why that is.
Seeking help, please.

First update punkbuster manually. *grumble grumble bad programmers grumble* then there is an option to 'enable console' that will allow you to use the ~ in game. The console option is under game options.
