The difficulty of expert in coop is that random trash mobs can tear you a new one, and tanks are freakishly deadly. If you were to gives such powerful team-mates to the infected side of versus, they essentially get a free lunch. They don't have to work together and they can still rape the survivors. I witnessed this first hand back when versus first came out, we played it on expert on the TTP servers, and it became purely a distance game. You were going to get raped, every time, so you just run to get as far as possible as fast as possible.
Now that versus mode is locked on Normal, infected actually have to use teamwork and use tactics. If the infected don't play together as a team, the survivors will blow through the map with ease.
Coop on expert gives the advantage to the infected, so its a game of surviving.
Versus gives the advantage to the survivors, so its a game of the infected trying to do as much damage (and killing) as possible.
The two modes play way differently.
