I feel sorry for those servers.

In my opinion, I don't think it's all that bad of an idea to lower the spawn times or allow admins to adjust the times.

You could find that sweet spot for spawning infected. Hell on the short map levels after the first rush of zombies you can damn near run the entire length of the map before the infected spawn in 30 seconds. It's been done over and over.
