Yeah your video card is not appropriate for gaming at all. I still can't understand how you managed to go through 3 video cards and a PSU that quickly, and I also don't understand why you didn't RMA the card that didn't work.
But since that's all done and over, I would definitely recommend a video card as your next upgrade.
In the meantime rush is correct in saying that resolution decreasing should really be a last resort. Start with lowering Anti-Aliasing and Anisitropic Filtering, then turn down/off shaders and shadows, turn effects to minimum, turn off v-sync. I wouldn't worry TOO much about textures since you've got plenty of RAM, but you could try turning them down a little if you need to.

The computer is over 4 years old. The first card 9600gt lasted 2-3 years,that card overheated. We then bought a ati 5760 I can't remember, from best buy. This was pre-TPG and I didnt even know what newegg was let alone I could send a what I believe a DOA card back. My parents then took it to a guy who put that piece of shit card in. I mean If I mess up my current card by installing or trying to put in new one I won't be getting a new computer so. I also understand filtering and how it does a major toll to fps. I'm not worried about my settings there fine, all filtering is off, detail is low, and vertical sync is off. It's always been that since I started the game.
Edit: also on the first card we thought it was psu, so we replaced the psu. And yes, I know the card sucks. It's 2 generations behind the latest but I didn't get to choose it. I also know it's even a low card in the 4xxx series.
