every time I bind a key or change my settings, it changes when I exit game
if I bind a key it will unbind itself, and if I change my video settings to turn off V Sync or whatnot it turns itself back on. How do I fix this?

Steam cloud sync........ turn it off, exit the game..... (clear settings.... I don't know if thats possible)
Then start the game, turn cloud sync on and try changing settings / setting binds.....

Allright, I dealt with the keys unbinding themselves... now I need to learn how to change my video settings permanently... how do I find them outside of the game?

Try changing the video card settings, not just the in-game vsync. For example, mine are set to vsync=off unless on by application (the game) There are usually 2-3 different settings you can pick depending on nvidia or ati.

write a config with the settings you want, you may even want to try writing the default config (its either config.cfg, or autoexec.cfg, i THINK)
to save your current settings to a config, in console:
Code:host_writeconfig NameOfConfigToWrite
host_writeconfig active
would save current settings to active.cfg
then if your settings get fucked:
Code:exec NameOfConfigToExecute
exec active
