We'll have to wait and see.
I doubt it, but ya never know.
Microsoft - "I want more money. Let them build custom maps! But they need to buy the map making thingy first, then they have to pay to distribute it to the community. Genius!"

It is not possible. UNLESS you want to Hack the system and all, I mean Xbox hacking is one of the easiest...
... ways to get banned, but hey! you made your map.I wanted you to know, that by reading this signature you have wasted approximately 6.235 seconds of your life.

Theres such things as jtagging and ISO hacking.
Jtagging
You install games onto an external hardrive (like the one in your computer right now) and instead of using the internal memory or Microsoft brand 360 hardrive you use that. Since the data of the game is installed to the hardrive, you have complete access to the files when the hardrive is browsed on a computer, which means you are free to change or add anything you want similar to the process on the computer version.
Your Xbox has to be a special model like the ones in the beggining of 2008 which have the jasper motherboard and must be carefully modified within DOS.
ISO Hacking
Rip the original 360 disc to your computer, edit the files as you see fit, adding, editing or removing. Burn the modified image to a dual layer DVD and play it on your Xbox with all the modifications in tact. Partly risky, dual layers arent cheap and it's not proven to work 100% of the time. Needs more testing.
Your Xbox 360's DVD drive must be flashed with custom firmware to accept dual layer DVD-R's which is risky due to even a small mistake can "brick" your 360. I have so far done this to mine successfully.
So in fact, custom maps/models/skins/sounds are very possible for the Xbox 360 version if you can spare the time money and effort into either of the above processes.
Playing online will be risky, especially if you have modified one of the original game files to behave in a manner it was not regulated too, for example having god mode enabled whenever you play. This will get your profile banned and your console black listed, meaning you will have to purchase another Xbox 360 if you wish to play online again.
Very risky business. Also, the above information may be somewhat innaccurate. I haven't looked into the information that much since I hacked in some custom firmware about 6 months ago.
